Our Mission

The Opportunity Center exists for all homeless without distinction of race, ethnic origin, gender, language spoken, or, religious beliefs, and regardless of mental, drug and alcohol problems. Through direct contact with the homeless, the Center supports them to move beyond their condition if they are capable; or protects them if they cannot improve their condition in society because of emotional or psychological disorders. To this end, the Opportunity Center operates a day resource center/emergency overflow night shelter where homeless people can gather and where some members of the El Paso Coalition for the Homeless provide on-site services. The Center also strives to create a system of care for the neediest among this population through the development of transitional and long-term supportive housing.

Who We Are

The Opportunity Center for the Homeless (OC) provides safe shelter, food, and support services for up to 350 individuals on any given night of the year. Founded in 1994 by Ray and Lili Tullius, the Opportunity Center for the Homeless is a 501(c)(3) non-profit organization located in El Paso, Texas, and is the largest night/emergency day resource center system in west Texas and southern New Mexico. The purpose of the Opportunity Center for the Homeless is to help those that can to move forward, and for those who can't, to protect them. Currently, we operate four homeless shelters for single adult men and women, families, and elderly females; and seven permanent residential centers for the veterans, mentally ill, elderly, disabled and single men and women currently enrolled in school/work programs. The Opportunity Center for the Homeless provides services without any distinction to all homeless individuals who have turned to the shelter as a last resort. Each year, over 125, 000 meals, and 108,908 nights of lodging - among a wide array of services are provided to those in need. Our Core Values are: We treat every individual with the utmost dignity, respect, and care. We respect all individual's race, ethnic origin, gender, sexual orientation, and religious beliefs. We empower everyone to become self-sufficient and live a fulfilling life, and we protect those who are not able to improve their condition in society because of age, emotional or psychological disorders. We are committed to innovation and best practices, and we exercise honesty and responsibility in our actions, decision, and use of resources.
